Abstract


Currently Congress is wrestling with a significant overhall in the United States Tax Code.  Over the years the US Tax Code has become increasingly complicated and difficult to understand.  This paper will discuss the tax policy the revenue generation component, social engineering within the tax code, "corporate wellfare", and economic development.  In this discussion, alternative methodists of raising revenue will be explored.  The paper will also address some of the more ovvious social engineering components, selective "corporate welfare issues, and how tax provisions encourage or discourage economic development.  The paper will also exam regressive provissions in the current code and alternative revenue generation options.
